How do you shrink a cloth choker back to normal?

I have a cloth choker that has been used alot since i got it two years ago. I was wondering how to “shrink” it down back to normal size without damaging it. Any helpful tips?

Does it belong to a dryer? If not, you may want to put it in a dryer or a very dry place.
